EGAN A US Bureau of Investigation inspector in the Chicago office discusses hiring of a new agent, three years before the agency became the FBI Typed Letter signed: «»Jim», 1 page, 8×10½. Chicago, Illinois, 1932 December 14. On letterhead of the US Bureau of Investigation to Milton McDuff, Superintendent, Bureau of Identification, Police Department, Birmingham, Alabama. In full: «Several days ago while at Washington, I received a letter from your brother Oliver and, after talking to the Director, replied to him, giving him the best information that I could possibly get at this time. I know that you realize the condition of the appropriations at Washington and the fact that it has been almost impossible to make an appointment since July 1st of this year. However, we are doing everything in our power to have him appointed and as soon as possible. I am at Chicago today with Mr. Purvis, who has been transferred from your district here, as you know, and he and I have been talking this matter over. We both hope that Oliver can be appointed at some time in the near future, just how near it will be of course is unknown at this time, but we are both doing our best and in the event any developments take place we will let you know immediately. With kindest personal regards to Mrs. McDuff and yourself I am very truly yours». This letter was written at an uncertain moment in the history of what would soon become the Federal Bureau of Investigation. J. Edgar Hoover, referred to already as simply «the Director», had headed the Bureau of Investigation (founded 1908) since 1924. The Bureau opened its now famous forensic laboratory on November 24, 1932, a mere three weeks before this letter was written. The BOI would become the FBI, with greater independence from the Department of Justice, in 1935. In December 1932, however, the near future must indeed have looked uncertain to Inspector Egan. President Herbert Hoover had responded to the onset of the Great Depression with budget cuts. Hoover had been defeated in his bid for re-election in November 1932 by Franklin Roosevelt, not yet inaugurated, whose policies were as yet not clearly defined. (FDR had campaigned for more austerity in government, not for the great expansion in the scope of government which took place during his New Deal.) Little information is readily available on Inspector James S. Egan, who had joined the Bureau in 1922. He was, however, actively involved in personnel decisions, interviewing and evaluating prospective agents. Melvin Purvis, mentioned by Egan, is more famous as the agent who captured more «public enemies» than anyone before or since – including Baby Face Nelson, Pretty Boy Floyd and John Dillinger. Reportedly J. Edgar Hoover came to view Purvis as a rival, and reduced the scope of his authority and operations. Adhesive at top left and bottom right corners. Multiple mailing folds. Toned.
